HUD Releases FY 2020 HMIS Data Standards, Mapping Instructions, and CSV Schemas

HUD has released the FY 2020 Homeless Management Information System (HMIS) Data Standards, which includes dictionary table shells and data collection instructions for Project Descriptor, Universal, Common, and Metadata Elements, and placeholders for Federal Partner Data Elements (coming soon). There are several documents to ensure proper mapping of old data to new data, including back-data entry requirements and an updated CSV schema that will be released in the next few days. HUD’s New Coordinated Entry Data Elements

HUD recently finalized a set of Coordinated Entry (CE) data elements to standardize data collection on core components of CE – access, assessment, referral, and prioritization. These elements are the result of several months of collaboration with key stakeholders to learn from communities’ experiences implementing and refining CE data collection and determining precisely what data is needed to effectively manage and evaluate effectiveness of CE. Submittal Deadline Reminders: 2019 HIC & PIT Count Data and System Performance Measures Report

2019 Housing Inventory Count (HIC) and Point-in-Time (PIT) count data must be submitted via HUD’s Homelessness Data Exchange (HDX) web portal by Tuesday, April 30, 2019 8:00 PM EDT. FY 2018 System Performance Measures Report data must be submitted via the HDX web portal by Friday, May 31, 2019 8:00 PM EDT. Note: These three reports will not be submitted through the new HDX 2.0, but will instead be submitted through the original HDX “1.0.” Please be sure you are visiting the correct site and updating your credentials there. LSA Updates for CoCs: Data Cleaning and Submission Date Extension

As communities and Homeless Management Information System (HMIS) vendors continue to work through the Longitudinal Systems Analysis (LSA) data cleaning process, HUD wants to acknowledge how challenging this process has been and thank our partners for continuing to work with us and the LSA team. We set a high bar for the LSA submission process more than 12 months ago, and while the process is continuing to move forward, it has had quite a few bumps along the way, resulting in extensions, confusion and frustration for our community partners and HMIS vendors. WellSky LSA Export Update

HUD has announced the extension of LSA export re-submissions to April 22nd, 2019. Vendors have until April 18th, 2019 to update the code with any relevant changes. Abt acknowledges that this provides our customers with a limited submission window and they will be evaluating whether or not they need to extend the submission window again. Abt recommends that our customers review the non-vendor errors/warnings in their flag files to determine what fixes, if any, are needed and then resubmit the file to get the errors cleared. 2018 LSA Validation Process: Extension and Resources

In late 2018, HUD launched the Homelessness Data Exchange, Version 2.0 (HDX 2.0) platform to support the collection of Longitudinal Systems Analysis (LSA) data for the Annual Homeless Assessment Report (AHAR) process. The LSA and HDX 2.0 are cornerstones of HUD’s long-term effort to enhance the ability of CoCs to understand homelessness in their communities, increase the effectiveness of their homeless response systems, and streamline CoC reporting to HUD. However, HUD recognizes the transition to this new process has been complicated and time-consuming for communities. HUD values and appreciates the work underway by CoCs, HMIS leads, and HMIS vendors. HDX Data Submission Deadlines

HUD has established the following data submission timelines for the 2019 Housing Inventory Count (HIC), Point-in-Time (PIT) count, and System Performance Measures (SPM) report data.   Meeting the data submission deadline for the HIC, PIT count, and SPM report is a factor considered by HUD in the annual CoC Program Competition. CoCs should consider the amount of time it may take to compile and enter information needed to meet the reporting requirements.
