We have made a long-term investment in Homeless Management Information Systems (HMIS) to provide this information. HMIS has become integral to day-to-day delivery of resources to individuals and families experiencing homelessness, monitoring the use of federal funding, informing funding decisions, and allowing communities to develop data-driven strategies to positively impact their efforts to end homelessness. Homelessness is a national crisis that impacts both urban and rural communities. Many national partners, including federal agencies, have been striving to better address homelessness in rural areas. This listserv highlights new resources and opportunities to help rural communities end homelessness. U.S. Department of Agriculture (USDA) and the Office of National Drug Control Policy (ONDCP) recently launched the Rural Resource Guide to Help Communities Address Substance Use Disorder and Opioid Misuse. Housing serves as a critical base for providing HIV care and services, and we believe it is important for housing providers to ensure that the people living with HIV (PLWH) served in your programs have consistent access to adequate HIV medical care. In October 2018, the Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau released a letter outlining recommendations for Ryan White HIV/AIDS Program recipients and subrecipients for incorporating messages on the impact of viral suppression on HIV transmission in service delivery settings. The deadline for submitting a test Longitudinal Systems Analysis (LSA) data upload to the new Homelessness Data Exchange, Version 2.0 (HDX 2.0) is today, Friday, November 9, 2018. The primary purpose of this deadline is to make sure communities can login to the HDX 2.0, test uploading the LSA data, and identify issues that may need to be resolved prior to the November 30, 2018 official submission deadline. The CPD Funding Matrix and Dashboard Reports, as of November 1, 2018, have been posted to HUD Exchange. These reports provide funding information for each city and state that receive CPD program funds, including Community Development Block Grant (CDBG), Continuum of Care (CoC), Emergency Solutions Grants (ESG), HOME, Housing Opportunities for Persons with AIDS (HOPWA), and Housing Trust Fund (HTF). HUD Announces a Decline in Veteran Homelessness

Veteran homelessness in the U.S. continues to decline according to a new national estimate announced today by HUD Secretary Ben Carson. HUD’s Annual Homeless Assessment Report (AHAR) finds the total number of reported veterans experiencing homelessness in 2018 decreased 5.4 percent since last year, falling to nearly half of the number of homeless veterans reported in 2010. In announcing the latest annual estimate, HUD Secretary Ben Carson and U.S. Department of Veteran Affairs (VA) Secretary Robert Wilkie noted that local communities are reporting reductions in the number of veterans in their shelter systems and on their streets. HDX 2.0 Now Open for Official Longitudinal Systems Analysis Submissions As of today, October 31, 2018, communities can now submit their Longitudinal Systems Analysis (LSA) data for official use in the 2018 Annual Homeless Assessment Report (AHAR) to Congress via the new Homelessness Data Exchange, Version 2.0 (HDX 2.0). HUD has also released a new resource to support Continuums of Care (CoCs) in this process: An Introductory Guide to Submitting Longitudinal Systems Analysis Data for the AHAR. New APRs for Coordinated Entry Projects Released in Sage

On Sunday, October 28, 2018, a new Annual Performance Report (APR) exclusively for SSO-CE (Supportive Services Only – Coordinated Entry) Projects was made available in the Sage HMIS Reporting Repository for recipients to use. All Continuum of Care (CoC) program recipients who were funded as an SSO-CE grant must use this new APR for reporting to HUD. This APR does not require a CSV – APR Report generated by the HMIS. Information on the Coordinated Entry APR is available in the CoC APR Guidebook which was also updated with instructions on this specific APR. Recipients who received extensions from HUD …
